No, this one is not about our current president, but about the USC running back, who gave his QB an "assist" into the end zone on the last play against ND. "Hankie" is a slang term for the yellow "flag" used by officials to signal a penalty, something that USC may well have deserved for the aforementioned "assist". In a happy coincidence, there is a "Matty" in the original song, also a form of the QB's first name.
