In case I haven't made it clear in the lyrics, this is not about the people or country of Iran but rather the relatively small band of theocratic thugs who have kept them enslaved since 1979 and who are working to further destabilize the "Mess o' Potamia." The theory that Tehran was involved with planning 9/11 is unproven at this point, thus the "If" starting the first verse.
